After the 2000 census a new district was created in the Borough of Brooklyn. In 2002 Kevin Parker became the first Senator of this newly created 21st district which comprises, Flatbush, East Flatbush, Midwood, Ditmas Park, Kensington and Boro Park. With over 311,000 residents of diverse backgrounds, Senator Parker focuses on key issues that pertain to this unique constituency including immigration, higher education, economic empowerment and small business development.

The 21st District has a significant population of Caribbean immigrants including the largest concentration of Jamaicans, Trinidadians, and Guyanese in the country.
